Walkthrough Part 7 – Cosmo City to Ozone City
Commander Sander is concerned after comms from Dr. Oda have gone silent. He gives you a NavBot2 and asks you to look for him. He also asks you to retrieve some sensitive intel from Ozone City, on an island in the middle of the lake.
Despite being in the middle of the lake, though, Ozone City has no harbor. As some of the soldiers of the Ceramic Unit suggest, the route there is going to be a lot more difficult.

If you sail south from Ceram Harbor and follow the coast west, you'll run right into Cosmo Harbor. It's a bit further from Cosmo City than Ceram Harbor is from Ceram City, but you're still in the right vicinity.
When you reach the city, you find it in ruins. There's one person still inside, barely holding on: Shion of the Angel Unit. She'll tell you the city was attacked, and ask you to take her armor to Margaret. You remember that dome you couldn't reach southwest of Fiber City? That's her. You still can't reach her, but you'll be able to soon.
Near the back of the city (where entrance is front), there's a scripted encounter, after which Gene learns a new Super, Bruiser. Shortly after, you'll find the O2 tank. Now you can visit airless locations again!
Consider stopping by Ceram City again before proceeding; it's a tough battle ahead of you.

First, you've got a long overworld journey. Starting from Ceram Harbor, you'll need to make your way...
Take the left stairs to pick up the GaiaLeg first, then back up and down the right stairs to proceed, grabbing the BPCharge3K on your way. Be careful of the robots called Fly, as they'll swiftly drain your BP. Since they drain BP proportionally to your current amount, it can help to keep your BP as low as you can get away with to minimize harm. Only recharge when absolutely necessary. At the bottom of the tunnel, you'll reach Hatch 143—access to the outside of the station. It'll tell you hatch 144 is under Ozone City, and is just a little ways to the north. Get ready for a spacewalk, and step through the hatch.
It's real floaty out here, but there's not much to worry about besides missing the hatch and having to turn around. Head north, watch for the red door, hit the A button. You're nearly there. You can't go back the way you came, so consider carefully before using the save point here—if you're too underleveled and you save here, you're stuck in an unwinnable situation. On the other hand, if you don't save, you respawn somewhere you can rest and grind some more, then just grab another O2 Tank from Cosmo City and head back into the tunnel—a longer way to go, but a fixable situation.
There's three chests in these tunnels, but you'll only be able to reach two of them before the boss. When you see the third, patch up, recharge, get ready for a big fight, because Chairman Ledesma's about to rear his ugly head.
Like Oregi, this is a grueling but straightforward fight. Once you've dealt more than 5000 damage, Ledesma will retreat, dropping a NavBot3. Congratulations, now you can fly! Also, you can reach that last chest, but depending on how well you're doing, it might not be a bad idea to pop up the stairs to visit Central Processing first. Wouldn't it suck to come all that way to be left barely standing by Ledesma, only to have a regular enemy finish you off?
You're in Ozone City! Go talk to Dr. Oda, get another O2 tank from a much more convenient location here, listen to a recording from Dr. Stolte, upgrade gear for everybody except Gene (you'll understand why shortly). I mean, go ahead and get him a new BTank, that's fine, but don't worry about his armor.
Now that you're able to fly, the first place you ought to go is the Angel Unit HQ. Sadly, you'll find they were attacked right at home, too—the place is a wreck, and Mitsuyo sits crumpled in a corner. She asks you to take her armor to Margaret, as well. Now that you can fly the hoverplane, you can finally do just that.
If you bring both pieces of armor to Margaret, she'll make you the ShuttleBody, Gene's second-best piece of armor. It's full-body (so you have to unequip the rest of your armor first, it won't do it automatically), has tons of GRD, and protects against most status ailments. Blows anything you could have bought him out of the water.
