To end the battle you need to reach the stairs, not kill all the snakes. However, since you'll need to kill a couple to get there, make sure Fron is in the lead when you move out. Use the usual JumpSlash plus regular hits on the snakes until they're dead. Just one warning - the things hit fairly hard, doing higher than average damage, so make sure Fron keeps enough AP to use Recover or Tia has enough to use Treat.
