Magic of Scheherazade? Nope!

Now, remember when I said earlier that the path to the left lead to a large desert? That's where we are going. Head east from the tower/desert branch and cross the small bridge to enter the huge mass of dunes... this is gonna make your feet hurt.
It's a long way down, indeed! Travel south along the mountain range, and once you reach the end, the town of Celestern should be right there in front of you. Enter and stop at the Inn to rest your dogs, then speak with Scheherazade in the signless house to the left. She informs us that to learn the Hyper Vision, we must meet with Airosche, the "old hag" in the Tower of Belba (I am aware of the biblical term, thank you!). That's our next destination... but first, we are taking a little trip to the Item Shop. Oh yeah, speak with the citizens... one knows how to get through a certain tower we will be visiting.
One of the rules of RPGs is that if a town is hard to reach, then they MUST sell better stuff than what you have. There's no exception here. Purchase a RAPID SHOT, IRON TURBAN and INGOT ARMOR, and buy a MEAT BUN for any emergencies. Stock up on the usual travel supplies such as Sweet Buns and Dragon Eggs, then prepare for departure. See how close the tower is in this pic? Right across the water... but we have to take the long way!
Time for the long route. Head west from Celestern into the small group of palm trees. Soon you will see a 4 segment bridge... ignore it... it's a dead end! Uncle Sam takes care of his boys, and some girls.... oops, wrong game. Skip that bridge and travel northwest until you see a smaller bridge. Cross that one, then head west to the end of the desert. Veer south, and you will see a bridge. Cross this one to find another. Now, just follow the straightforward path across a few more bridges to reach Belba.
