This is one of two mobile suits that were created especially for Cross Dimension. It seems that this Gundam, like the Alex Gundam that appears in the 0080 OVA, was in development during the last months of the war as a back up in case the RX-78-2 was destroyed. This seems to be designed for close range combat on land and not space.
