Zhi Lin can be found in the Mung Village after crossing the Naj Desert and going through the Dry River. After talking to Bai Meiling and agreeing to go on an investigation, talk to Zhi Lin, and you'll get the Psycho Helmet and her.
Zhi Lin is a good bow user. She learns waza quickly but will master them slowly. I prefer Paul as a bow user over her though.
