To get Undine, you must first be on the quest to seal the Water Abyss Gate. Next, you must agree with both Undine and Volcano to kill each other. Instead go down into the Dead Man's Well and complete the quest there. Afterwards, you can get Undine to join you.
Undine is probably the best pure Water Magician you could get. Her high magic power and speed come in handy. She also joins with a JP crown. However, Undine is absolutely not a fighter. Her low LP might turn some people away, but she accomplishes her job very well.
