Mikhail can be found in Loanne Castle before you fight Byunei, the Wind Abyss Gate Guardian.  He will make Monica leave your party if she is currently in it.

Note: Mikhail and Monica are brother and sister.

Mikhail is my favorite character in RS3.  He isn't quite as good unless he's your main character.  I found specializing him in spears made his stats the best, but that's just my opinion.  If he's not your main character, then Mikhail specializes in both Epees and Sun Magic.  I usually don't use Epees, however, so I wouldn't find that very useful.  He is basically a jack-of-all-trades type of character.  Like I said, he's much better as your main character, plus you get all of his minigames ;).

Note: If Mikhail is your main character, then you will have both the Ruling Game and the War Game at your disposal.  Also you can get 2 of each items created by the blacksmiths if you return to Loanne and sit on the throne.  (Well that is if they're completed.)  In addition, you can have Loanne make the items for you for 50 kg (ruling game money).  The advantage to this is that you won't have to have any required items ( ie: Meteo Frag. for the Kris Knife, etc.)  Having Mikhail as your main character is the only way you can produce everything on the blacksmithing list.
