You can recruit Fullbright anytime after you've met with him at Thomas's house. Go to Wilminton and enter his house. Talk to him, and you can choose to recruit him. If you recruit Fullbright before finishing the Business Game, you won't be able to complete it.
Fullbright is a very good magician, and the only one to specialize in Earth Magic. He's also a pretty decent fighter with a staff compared to other magicians. Later in the game, he can become an amazing healing and attacking magician.
